What is the procedure for obtaining a building permit?

PROCEDURE FOR OBTAINING A BUILDING PERMIT FOR ALTERATIONS/ADDITIONS TO A ONE/TWO FAMILY DWELLING

Review proposal for alterations/additions with Zoning Ordinance:

  • Is use of building changing (ie., from one family to a two family dwelling) or is size of building changing?
  • Has parking required for a use change been met?
  • Are zoning setbacks and coverage changing?
  • Obtain any needed variances from the ZBA through submission to Planning & Zoning office.

Submit an ARB application and scaled drawings (three sets) for proposal which changes the dwellings exterior appearance and is visible from a public street. Said application shall include related fee based on market value of work proposed and be made in check form payable to the Village of Tarrytown. This Board meets the third Wednesday of the month and applications must be received three (3) weeks prior to meeting.

Upon approval of any zoning variance and after ARB approval, submit Building Permit application with three (3) sets of construction grade plans reflecting compliance with State Uniform Fire Prevention and Building Code by a NY State licensed architect or engineer.

Application shall include the following:

  • Indicate the estimated market value of the proposed work where requested on application form and pay related fee in check form payable to the Village of Tarrytown.
  • Submit general contractors "Certificate of Insurance" for Workmen's Compensation" with the Village named as "Certificate Holder".
  • Submit site drainage and grading plans as approved by Village Engineer and including erosion control methods proposed.
  • Show compliance with local requirements for sprinkler system.

Submit copy of a current Westchester County Home Improvement License for the General Contractor.

Plan review is then performed by the Building Department which reviews all applications on the basis of first come, first served.

If plan approval by Village Engineer is needed (ie., change in size of impervious area or material) plans are forwarded for review and comment.

If plans involve complex structural designs or unusual construction as judged by the Building Inspector, a structural review by Village Consultant is requested and comments so developed. All comments developed from reviews are forwarded to project architect or engineer for revision and/or resolution.

Revised plans are resubmitted and again reviewed by the Building Department and appropriate consultants for compliance with previous comments.

Plans are reviewed on the basis of first come first served. When compliance with appropriate code and standards is shown, Building Permit is issued.

PROCEDURE FOR OBTAINING A BUILDING PERMIT FOR "NEW" ONE/TWO FAMILY DWELLING

Submission of a site location plan showing Zoning Ordinance compliance for the district in which it is located: (Plan shall be developed from a plot plan from a licensed land surveyor)

Lot to be part of an approved current subdivision (after 1981).

Applicant to obtain any variance through submission to the Planning & Zoning Board for any Zoning deviations. Site plan shall also reflect compliance with any subdivision "Condition of Approval". (Landscaping, drainage, bonds, grading plan, etc.)

Submission of ARB application and scaled drawings (three sets) of proposed unit which reflect what the appearance (plan elevation) of the dwelling will be (ie, materials, colors, etc.)

ARB application shall include related fee in check form payable to the Village of Tarrytown which is based on the fair market value of the work proposed. This Board meets on the second Tuesday of each month and the application must be received three (3) weeks prior to the meeting.
