Making places

Have you seen the new planter installed on Broadway? Thanks to the Placemaking Committee for envisioning new places and spaces that help bring people together in the Village. The planter, hung with historic photos of Tarrytown and planted with native flowers by volunteers from the Tarrytown Environmental Advisory Council, is designed to encourage people to stop, rest, and enjoy each others' company, just like these two young women on a temperate Friday afternoon. 

Library Survey 


As part of developing a new long range plan the Warner Library is working on getting community input on the library via a survey. Please let the library know how they can serve you now and going forward: .https://warnerlibrary.org/future-planning/

Hydrant Flushing

Tarrytown DPW to Conduct Fire Hydrant Flushing Operations.


Dates: September 19, 2022  to October 14, 2022 (except all holidays).

Times: 6:00 p.m. to midnight.

Location: VILLAGE-WIDE


Dates: Thursday October 6, 2022 - Friday October 7, 2022.

Location: Benedict Avenue to Cobb Lane

On weeknights beginning September 19 and ending approximately October 14, 2022, DPW crews will be flushing fire hydrants throughout the village between the hours of 6:00 p.m. to midnight. Flushing will begin in the south end and continue northward until hydrants on all public streets are flushed. Signs will be posted at the affected Fire Hydrants.


The purpose of the hydrant flushing program is to perform normal maintenance – check water pressure, clear any buildup and assure the hydrant is properly functioning.

Slight discoloration in your water service may occur during the flushing period, but will quickly dissipate. The discolored water is safe for consumption but may stain clothing. Clothes washing should be delayed until the water is clear. If you experience brown water, please flush your plumbing fixtures until the water is clear (usually 10 -15 minutes).

Con Ed Gas Main Replacement and Paving


Con Ed work is still taking place at various places around the Village


Gas Main Work :


  • East Sunnyside Lane: A major gas main project will take place beginning Monday, October 10, and major traffic disruption should be expected.
  • Elizabeth Street: Gas main has been installed between South Washington and Franklin. Gas crews will be coming in to connect all of the service lines over the next two to four weeks. 
  • Storm Street: Gas main installation is complete. They will be paving soon, but the start date has not yet been designated.
  • John Street – Gas main work will begin in the middle of next week from Main Street to Franklin
  • Main Street and Miller Park : Work will start after Halloween and will likely take 3 to 5 months depending on the weather.

Westchester Power Program and Energy Prices


The choice of whether to opt in or out of the Westchester Power Program continues to be a difficult one for many households. The Westchester Power rate for electricity supply is fixed, but much higher than in the previous contract (see below). Con Ed's supply rates fluctuate, and they have indicated that prices are likely to rise for a variety of reasons. Con Ed has also indicated that delivery rates will rise, and this applies to all customers, whether your supply comes from Westchester Power or Con Ed. We published the Con Ed press release on September 16 in the Tarrytown Link.


If you want to compare historical pricing for a variety of ESCOs, you can find information on the New York State Power to Choose website. Please be sure to read all of the caveats about the information that the State indicates when you first click on the site: https://documents.dps.ny.gov/PTC/home

If you previously opted out of Westchester Power, you should not be receiving communications about the new contract, and you will remain opted out of the new contract unless you deliberately opt in. If you are receiving communications about the new Westchester Power contract, please let the Village Administrator's office know: (914) 631-1785 or administrator@tarrytownny.gov.


The Westchester Power program continues to provide a 100% renewable supply option which mitigated 166,000 metric tons of CO2 emissions program-wide in 2021. They also offer a standard supply option at a slightly lower cost.


Information about the New Westchester Power Contract


The Westchester Power Electricity Supply offer in Con Edison territory has been on a temporary hiatus during the summer months, following the expiry of the most recent contract on June 30, 2022. The new supply offer will be available as of November 1, 2022.


A contract has been awarded to Constellation New Energy for a two year term that begins November 1, 2022 and runs until October 31, 2024, with rates as follows:

100% Renewable Supply: 15.128 cents/kWh

Standard Supply: 13.364 cents/kWh


Customers who were previously enrolled in the supply will be automatically re-enrolled for this new contract period. Customers can opt out of the program at any time with no costs or fees, and can elect to change their supply option at any time.

Trunk or Treat Needs You!

Enter your decorated vehicle to participate in giving out candy or bring the kids by in their best costumes to get some treats! Between 4:30—6:30 PM, Parking Lot E (next to Pierson Park) becomes the best place in town to Trick or Treat! A best decorated car prize will be awarded and kids are sure to go home with plenty of candy!

Scarecrow Making - October 15


Event Date:  Saturday, October 15, 2022 - 10:45am to 1:00pm

Kick off the Halloween season on October 15th by building your spookiest, funniest, cutest, or just downright best scarecrow! All creations will be displayed around the Village to help ring in Halloween! Please bring old clothes for dressing your scarecrow and scissors & markers to help you decorate!

Get ready to paint the town orange! Our annual Halloween Window Painting program will take place on October 19th! It’s your chance to create a spooky masterpiece for all to see. Participants will be assigned a window of a local business to paint, and your artwork will stay displayed until Halloween! Help us decorate the community!

The Tarrytown Environmental Advisory Council (TEAC) is hosting its annual Eco Fair on October 1, 2022 at Patriots Park from 10am to 2pm, in collaboration with the Village of Tarrytown and The TaSH Farmers Market.

 

Come learn more about zero waste, alternative energy and solar power, food scraps recycling and composting, local sustainability initiatives and policies, home energy savings, sustainable DIY projects, healthy lawns, Pollinator Pathways, healthy lawns, native plants, the Hudson River, local waterways, and MORE. 

 

There will be something for the whole family including kids activities, eco art, sustainable and repurposed gifts, games, live music, and fresh local food vendors at the TaSH farmers market!

Grants for Arts Organizations Available

Governor Kathy Hochul announced that record grant funding is now available through the New York State Council on the Arts. The agency's first five grant opportunities of Fiscal Year 2023 are now open for artists and arts and culture organizations across New York. The 2023 State Budget appropriation includes $50 million in recovery funds and $50 million in capital projects support, in addition to the agency's base grant-making budget of $40 million.


The following NYSCA FY 2023 Grant Opportunities are now open:

  • Support for Organizations: Provides flexible general operating and programming funding for non-profit organizations. This funding can also reach fiscally sponsored unincorporated organizations across the state.
  • Support for Artists: Funds creative commissions to individual artists across the state. Applicants must apply through a fiscal sponsor. NYSCA embraces the rich diversity of artistry across New York, and applicants from all artistic practices and disciplines are encouraged to apply.
  • Support for Special Opportunities: Supports opportunities that make space, time, and learning more accessible for artists and their creative endeavors. The opportunities span creative performance residencies, subsidized rehearsal spaces for all performing art forms, and folk arts apprenticeships.
  • Regrowth and Capacity Enhancement: Provides organizations with flexible funds to redevelop their ability to serve their audiences with consideration to the impacts of COVID-19. Funds may support a wide breadth of needs, such as: provide payment to artists; support for staffing, support programmatic costs; advance audience development and assist with necessary health and safety expenses.
  • Support for Partnerships: Supports regrant and partner organizations across all 62 counties while identifying new opportunities to ensure the greater reach of NYSCA funding and greater access for new applicants. Partnerships cover a range of services.
  •  

Additionally, NYSCA will support $50 million in Capital Projects Grants as part of its FY 2023 opportunities. This investment marks the largest single year commitment of capital funding for the arts in NYSCA's history. Guidelines and the application portal for NYSCA's Capital grants will be available this fall.


New York State Small Business Seed Funding Grant Program


The successful recovery and growth of small businesses is key to New York State's future. The $200 million Small Business Seed Funding Grant Program provides grant funding to early stage small and micro businesses and for-profit independent arts and cultural organizations impacted by the pandemic.


The grants will be flexible and can be used for a number of different business operating expenses, including payroll, rent or mortgage payments, taxes, utilities, PPE or other business expenses incurred between September 1, 2018 and January 1, 2022.


The application portal opens on September 14.


County Landlord Tenant Assistance Program


The Landlord Tenant Assistance Program (LTAP) will allow small landlords who own eight units or less, who maintain rent levels that are affordable to residents, to apply for up to $25,000 per unit for repairs to their rental properties. To be eligible, landlords/owners must charge rents that are affordable to households earning between no more than 60% and 100% of the Area Median Income (AMI), and home improvements may include, but are not limited to, roof replacement, or upgrades to electrical, windows, accessibility ramps, plumbing and heating systems. With $10M available in funds, 400 units can be rehabilitated.

A Westchester County Rehabilitation Specialist will inspect the property after an application has been submitted to the Department of Planning. If the property qualifies, a three-party contract will be signed between the County, the landlord/owner and the contractor, for work to be completed by contractors that are licensed and insured to work in Westchester County. Funds will be disbursed directly to the contractor from the County after a progress inspection has been completed.

988 Suicide & Crisis Lifeline


988—the new universal three-digit dialing code for suicide prevention and SAMSHA (the Substance Abuse and Mental Health Services Administration of the U.S. Department of Health and Human Services) administers the new “988 Suicide and Crisis Lifeline,” which replaces the current toll-free National Suicide Prevention Lifeline, 1-800-273-TALK (1-800-273-8255).


Importantly, the pre-existing 10-digit number will remain active and will connect callers to the new 988 Lifeline. The 988 Lifeline is designed to become a simple alternative to both 911 and the existing 1-800 number. Calling 988 will direct the caller to representatives specifically trained in the management of suicide risk and other mental health crises. This new, simplified tool is critical for older adults and those living with a disability.
