Spring is here! And so are the Ducks!
April marks the launch of a warm weather season full of Village events. From the Easter Egg Hunt at Pierson Park (Tomorrow!) to a huge slate of Earth Month events organized by TEAC to tree planting for Arbor Day (April 29) and the Rotary Club's Duck Derby (April 30) combined with the YMCA's Healthy Kids Day at Patriots Park - there is no excuse for not getting out of the house to enjoy the sun! The Fire Department Elections were held on Thursday, April 7. Friday morning, April 9, the Board of Trustees confirmed the election results and the Oath of Office is given the evening of Friday, April 8 at Main Street Fire House. The slate for 2022-2023:
  • Chief Engineer of the Tarrytown Fire Department: Rick Tucci of Conqueror Hook and Ladder Company
  • First Assistant Chief Engineer: Sean Scogna, Jr. of Consolidated Engine Company
  • Second Assistant Chief Engineer: Frank Morabito of Phenix Hose Company

On the behalf of the Mayor, the Board, the Administrator and the Village, we thank Chief Kelly Murphy of Hope Hose Company for her service to the Village in this second tour as Chief. She has led the department well through challenging times.
Camp and Pool Registration Open! Counselors and Lifeguards Needed

Like it or not, the summer season is almost here. Camp and Pool registration is open. The Recreation Department is looking for eager and talented youth to work as counselors for day camp and lifeguards for the pool. If you are interested in working as a camp counselor, please reach out to Campp Director Katie Morales: kmorales@tarrytownny.gov. If interested in working for the Pool this summer, please reach out to Pool Director Kelly Murphy: kmurphy@tarrytownny.gov.
Paving on Rt. 9

For the next two weeks, the NYS Department of Transportation will be surveying, stationing and mobilizing equipment in preparation for the milling and paving of Rt. 9. All work will be conducted at night between the hours of 9pm and 6am. The nighttime work allows the project to move more quickly which is important along this busy thoroughfare.

The project is expected to last until July.

Con Ed Update

Con Ed is continuing its gas main upgrades in the Village.

  • Friday April 15 - No street work anywhere, but gas service work will continue on Legrande.
  • Paving and final restoration will begin April 25 on McKeel, Warren, Sunclffe, Wilson Park Drive, and Cobb. Expect parking and traffic disruption.
  • Paving and final restoration work will begin May 2 on Hamilton, Legrande, Neperan and Croton. Expect parking and traffic disruption.

Board of Trustees in Brief
Report From Board of Trustees Meeting 4.4.22
ICYMI, you can watch Village Board meetings online.

  • The Village concluded the public hearing on the 2022 Tentative Budget. The 2022-23 Budget is expected to be adopted at the next Board of Trustees meeting on Monday, April 18. Adjustments made to the Library budget to increase wages for part-time personnel, and increased contributions to both Neighborhood House and the Historic Society resulted in the following changes:
  • General Fund appropriations increased by $8,417.
  • Library Fund appropriations increased by $21,147.
  • Library Fund Balance appropriation increased by $11,000.
  • The Tax Levy increased by $8,417 to total $18,937,076.
  • The Tax Levy percentage increase went from 2.91% to 2.96%.
  • The Tax Rate increased from $8.2772 to $8.2809 per $1,000 in assessed value.

  • The Adopted Budget will be posted here when the document is ready.

  • The Board voted to adopt Local Law no. 4 of 2022 for use of the Unified Solar Permit Application. The Law amended Chapter 97 of Village Code to expedite the approval process for small scale solar systems of 25 kilowatts or less.

  • A Public Hearing was set for the Board Meeting on April 18 to consider a proposed local law that would allow Veterans to be eligible for property tax exemptions where previously they were not for Village taxes. For more information about veteran eligibility for property tax exemptions, there is information on the State's website and you can check out the proposed local law in the April 13 Work Session Agenda.

  • The Board authorized the Central Veteran Committee of the Tarrytowns to hold the Annual Memorial Day Parade on Monday, May 30, 2022.

  • The Board passed the Annual Arbor Day Resolution in celebration of the 150th anniversary of Arbor Day and the 50th anniversary of the Arbor Day Foundation. Come plant a tree in Patriots Park on April 29 at 10am with the Village Board, the Tree commission and students from John Paulding Elementary School to celebrate the occasion.

  • Hudson Kayak rentals are coming back to the Tarrytown Lakes. The Board renewed the contract for the next two years. Tarrytown residents can inquire with the Front Desk of the Rec Department about getting a 10% discount code for Kayak rentals.   • The Westchester Power Contract ends on June 1, but in order to allow more time for the development of an improved procurement process and to avoid going out to bid in the midst of an unstable energy market. the Board authorized the execution of a Memorandum of Understanding that the Village will sign a temporary 5-month contract extension as long as the prices remain at or below 12.5 cents/kwh for both residential and small commercial accounts. This is higher than the current rates which are 7.4 c/kwh for residential accounts. Given the instability of energy prices, the rates for the temporary contract extension had to increase. The improved procurement process will allow Westchester Power to access wholesale suppliers which they anticipate will bring more favorable rates when the contract goes out to bid in the fall.

  • Congratulations to Antoinette Morales who will begin work as Village Treasurer on April 25th following the retirement of longtime Treasurer Jim Hart. Jim Hart's last day will be April 22. More information to come in the next newsletter.

  • Congratulations to Ryan Lucia and Rick Reimundez who have been appointed to the Transportation and Mobility Council. Thank you so much for agreeing to serve.

Tree Commission Volunteer Needed

The Tree Commission is still seeking a volunteer who is a certified arborist or has a similar degree of tree expertise. The Commission meets once per month and is charged with reviewing tree permit applications and applications pending before either the Zoning Board of Appeals and/or the Planning Board, and issues recommendations to either Board with respect to any aspect of the applications which may impact trees, shrubs and/or related plantings. The Commission advises the Board on other matters related to the urban canopy including tree species selection for Village projects, and educational opportunities related to the value and importance of Village trees. Community Wardrobe (CW) is a joint effort of the Horsemen PTA and the Village of Sleepy Hollow that finds new homes for good clothes FREE to local families who need them.

CW has found a new home at the Shames JCC in Tarrytown and will now be able to open weekend and evening hours for clients and volunteers!

Funeral Assistance for victims of COVID-19

Under the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 and the American Rescue Plan Act of 2021, FEMA is providing financial assistance for COVID-19 related funeral expenses incurred on or after January 20, 2020.

Expiration dates extended for certain at-home tests

The FDA has allowed the expiration dates on these home tests to be extended for 3 months after the expiration date printed on the box. 
March 2022 are actually good until June 30, 2022
April 2022 are actually good until July 31, 2022
May 2022 are actually good until August 31, 2022
